The husband of the late Joyce Quinn has urged anyone with concerns over her murderer returning to Kildare after release from prison to write to the Garda Superintendent in Kildare town.
Ray Quinn made the comments during an interview with KFM radio station earlier today.
Milltown resident Joyce Quinn was raped and murdered by stalker Kenneth O'Reilly in January 1996 on the Curragh.
She was 44 years old at the time of her death at the hands of Mr O' Reilly, who had asked her for a lift, which she kindly agreed to give him.
Speaking to host Eoin Beatty, Mr Quinn said that while he felt 'a sense of relief' at the recent decision of the Parole Board of Ireland not to grant parole to Mr O'Reilly.
However, he maintained his view that Mr O'Reilly should never be allowed back into County Kildare if he is ever granted parole, and referred to him as 'a psychopath.'
Mr Quinn said that he was fearful for the safety of his family, as well as the general safety of those in the community, should he ever be released on parole.
He explained: "There is a new parole system in place now, where the gardaí are asked for their input, but local people must make their fears and anxieties (in relation to Mr O'Reilly) known.
"The gardaí cannot read minds, and this is going to come up again in two years time.
"If you are anxious about it, you should write to the local Garda Superintendent in Kildare town, and that is the only way that we can get the information to the Parole Board that Kenneth O'Reilly should never be allowed back into this community again.
"I am not a medic, but to me, this man has displayed psychopathic traits, and I would not give him the benefit of the doubt when it comes to my family again, and I think the same should apply to the local community... why should (the people of) Milltown have to put up with the fear of the rest of their lives with this man hanging around?"
Mr Quinn also talked about the effect that Joyce's murder has had on him and his family: "My daughter put it best when she said that 'it wasn't just her life that ended, our lives ended too.'
He further said that while he was glad that the death penalty is no longer applicable in Ireland, he stressed that his family 'has been given a life sentence' due to Mr O'Reilly's 'dreadful' crimes.
"Victims (of murder), like my wife, will never get out of the cemetery," Mr Quinn added.
