People are living in an apartment block in the Naas area, which was refused planning permission.
The claim was made by Fine Gael councillor Evie Sammon at a Naas Municipal District meeting.
Cllr Sammon said she doesn't want to make people homeless.
She also said that dwellings were built in rural areas after people were refused permission - but built them anyway.
According to Kildare County Council, it was aware of 241 unauthorised developments across the county in 2023.
Some 358 warning letters were issued and 178 enforcement notices were served. Legal proceedings are taking place in 18 cases.
So far this year there are 133 cases with 263 letters issued by the council and 75 enforcement notices served.
