Roads Policing Naas observed this driver on the mobile phone at the Curragh, Newbridge over the weekend.
It is understood that the driver was stopped by Gardai who discovered using a mobility device that the driver's tax had expired 459 days ago.
The vehicle seized was seized at the scene and FCPN's were issued.
