Kildare County Council is preparing to launch a Competitive Dialogue procurement process for the delivery of new housing schemes across County Kildare, as part of its Housing Delivery Action Plan 2022 - 2026.

The initiative aims to address significant housing needs throughout the county by engaging developers and landowners of sites with full planning permission for five or more housing units.

The tender  process will be advertised on http://www.etenders.gov.ie in mid-November 2025, inviting proposals for the construction of new housing units (5+ units) on undeveloped sites and the completion of partially built housing schemes (5+ units).  In order to be eligible under the tender process, sites must be located within towns or settlements within County Kildare with a demonstrable housing need and must have full planning permission in place.

Procurement Process

Submissions will be assessed by Kildare County Council based on location, planning status, design quality, and capacity to deliver.  Contracts will be awarded based on value for money, design quality, and deliverability. Successful applicants will enter into a Development Agreement with Kildare County Council which involves stage payments as the development progresses, subject to contract terms and funding approval.

Developers and landowners are encouraged to engage with Kildare County Council ahead of the tender publication to explore potential proposals, eligibility and address any questions they may have.
