Cllr Kelly said signs should be erected forbidding parking there - but Naas Mayor Seamie Moore said these would likely be ignored.
She said some vehicles are parked for up to a week.
“We have to find some means of preventing overnight or week-long parking,” she told a Naas Municipal District committee meeting.
Kildare County Council said that a number of fixed charge notices have been issued to non-Irish registered vehicles at this location.
“However, as the vehicles are registered outside the Republic of Ireland, the registered owner details are not accessible to KCC."
KCC can only “regulate vehicles registered with the Department of Transport (and) this matter is outside of the control of the council.”
