From a safe access programme for primary schools to calls for a community biodiversity hub – a preview of this Kildare district's November MD meeting

The November meeting of Celbridge Leixlip Municipal District (MD) which takes place on Friday, November 21 2025 in Áras Chill Dara, Naas, Kildare, offers a host of interesting motions.

First up, Cllr David Trost (FF) calls for the extension of the Ceantar Scoile Safe Access Programme to all primary schools within the MD.

Cllr Trost further calls for a timeline for assessment and that a phased implementation is developed and communicated to members.

On a similar note, Cllr Rupert Heather (LAB) calls for road safety improvements on the R405 at Primrose Hill National School to promote safe walking, cycling and travelling to school.

Another motion tabled by Cllr Heather calls on the council to prioritise and advance public realm enhancement works in Celbridge and Leixlip town centres.

This is to include upgraded footpaths, lighting, signage, gplanting, and accessibility improvements, in line with the respective Town Renewal Masterplans.

Meanwhile, Cllr Claire O'Rourke (SD) asks that the council host a site visit for members of the municipal district to the Parochial House site in Celbridge (now that the purchase has been completed) and “engages in collaborative discussions with local and community groups about the future development of the house and lands prior to a formal public consultation.”

A motion to be tabled by Cllr Nuala Killeen (SD) will call on the council to establish a Community Biodiversity Hub in the municipal district.

This, according to Cllr Killeen, would support citizen science, training, and local restoration projects, open space sites and would include river-ways and the canal.

Also put forward by Cllr Killeen are calls for a safety review of parking at Harpur Lane Estate, Leixlip, where the parking layout as per original planning permission has been amended.

According to Cllr Killeen's motion, there are issues with EV charging, designated parking and visitor parking to the playground, with crèche and emergency vehicles access causing issues daily.

Liffey Bridge, Celbridge is the subject of the final motion, from Cllr David Trost (FF), who asks that the council provide “specific guidelines” in relation to the clearance of debris and overgrown vegetation at the location.

Cllr Trost further calls on the council to communicate directly with the owners responsible for arranging and funding the clearance “to avoid any potential future flooding.”
